zoom too close and move turns to guides?

When i zoom in very close to an image when trying to move it by 1 pixel the move tool turns into a guide creation tool. Why does it do this? Can it be disabled?

Hold Ctrl and use an arrow key for pixel precise movement.

You may have a hidden guide in the pic. Ctrl-H toggles visibility.
