I don't think I completely understand what you are doing. Best option is to use 'save for web'. Once there click on 'Image size', enter the new size in pixels. Click apply. Won't affect the size of your original. Also handy - click on the small arrow next to preset, and you can choose 'optimise to file size'.
1. Image > Image size
2. Make sure the "Resample image" box IS checked
3. The top half of the window displays the "Pixel size" dialogs. The bottom portion of the window displays "Document size" (where you'll see inches, picas, etc). "Resample" must be checked or you don't have access to pixel dimensions.
Resizing through Save for Web is sometimes a bad idea, as you normally have to do some judgmental unsharp masking after you downsample. You can always revert to a previous history state if need be after downsampling.
