Please, urgent help needed with Free Transform Tool

Hello, exuse me, I have a problem with photoshop.
I have created a new file with a white background and a new layer. In the new layer I create a circle.

With the Free Transform Tool I scale down it but the result isn’t good, the circle appear cutted of 1 pixel in some side.

I attach the sample file:

can anyone help me? Why photoshop does not resample correctly an image?

Its a result of the mathematics calculating the new circle.

Why not just use the resized circle as a template, make a new layer and draw a new circle to the same size as the template, then delete the template layer.
