Well, I thought I’d add some more lines to the previous post…
The basic concept is this: highlights and shadows communicate information about the 3D structure of an object. So, by manipulating the image using burn/dodge tools, or copying shadowed or highlighted parts of the image from one place to another gives you means to alter the information about that structure. Of course, there’s no rule as to what tools you’ll use in order to achieve that objective.
To change the contour of the object’s image is a totally different process. For this, you’ll need to recreate parts of the image that are "missing". That can be done by using the healing tool, clone tool or Liquify filter.
Whatever you do, you need to keep this is mind: "It is good only as long as it’s realistic." If you make an anatomically incorrect image, you’ve ruined it. And that happens quite often if you get carried away… It’s a good idea to make all the alteration on a duplicate of the layer you’re modifying and then change the opacity of the modified copy to achieve a more realistic result.

Photoshop is just the tool for you. However, you also need to know a lot about anatomy and make-up. Ask a make-up artist to assist you and study anatomy books. And take a good long look at magazines that deal with celebrities. Photos in there are usually retouched heavily. They also represent current trends in retouching of portraits, so they might make
a
good reference. You might learn about how much of what to apply, and so
on.
Personally, I use all the tools available to me in PS, but most often
it’s
the subtle use of Liquify tool, healing tool, burn/dodge, brush tool,
and
quick masking.
