How to draw broken line?

Yes, it is possible. What version of Photoshop are you using?

If 7 or above look at the controls in the Brushes palette. Use a large spacing value and under Shape Dynamics set Angle Jitter to Direction.

In earlier versions you'll have to stroke a line then stroke it again using an Eraser set to high spacing number to knock out the gaps in the line.
