First, please do not post binary files to a non-binary NG. If it doesn’t say "binaries" in the hierarchy, then it is a text only group.

Next, explore your Paintbrush Tool with Color Burn as the set Mode. You will want to create a Selection/Mask, so the effect will only take place in the desired area(s).

My favorite way to add sun tan is to use Image>Adjust>Selective Color, and add cyan to red.
