How would I use Adobe Gamma loader on my WIN 98-SE and Win XP Pro systems to increase the color saturation of the monitor. I inadvertently decreased the saturation and don't know how to get it back.

You wouldn't use adobe gamma loader at all.
If you have mucked up your monitor profile you would re-create it by running adobe gamma (NOT loader) from the Control Panel, but if you have altered your monitor controls, you need to set those correctly first.

If the profile is bad you are better off using sRGB as a starting point.
Open up Adobe Gamma and LOAD the sRGB profile. Change the text in the description box to something like 'Linda's monitor'
Follow the on-screen instructions and when finished SAVE TO A NEW FILENAME. This is VERY important - otherwise you will over-write the sRGB profile.
The Gamma should be set to 2.2
