CS hangs on "Reading Text Global Resources...Done" Start-up Message

Has anyone had this experience under XP? I was using PS earlier this evening with no trouble and shut down. I rebooted my system, and tried to start PS a little while later and found it would not start up.

I re-installed with no luck.

OK- I got it to run. I had to delete all my settings files instead of just the PS Prefs.

How do I delete all my setting files.
I know how to delete prefs.
