I’m trying to turn a 4 color vector drawing into a 2 color vector drawing, and part of the instructions I’ve been given are to paste a certain layer into a new spot channel. I can’t figure out how to paste a layer into a channel.

Not to put too fine a point on it, that would be MUCH better done in Illustrator, rather than Photoshop. You are likely to rasterize the file in Photoshop and it isn’t going to be vector anymore…..

However, in answer to your question, you can select all on the layer, go the channels palette, make the spot channel active and paste.

You need to select what’s on the layer. Make all other layers invisible, do Select all [ctrl-A] and Copy [ctrl-C]. Go to the Channels palette, create the new spot channel, select it and Paste [ctrl-V].

Am I missing something?

When you paste into the channel you will no longer be working with vector data.
