The Ctrl button does not work properly, when you press it when you have any tool selected it changes to the move tool, or a tool that has 2 arrows overlaying.
How do i fix this?

Photoshop CS, also ive noticed that when you highlight someting with the marqee tool and press delete nothing happens. Very weird.

I'll save you some agony. There is a thread here about the control key not working. At the heart of that thread is the fact that we currently know, that the version of Photoshop CS that is circulating on the internet, the cracked version, has a problem with the control key not working.
So, if you are not using a cracked version, then make sure you state that you are not, and some folks may be able to help track down the issue.
If you are using the cracked version, well, caveat emptor.

Actually, that's the way it was designed to work. It provides quick access to the move tool from anywhere. That in and of itself doesn't affect the control key's use for shortcuts.

Well, darn if I don't learn something in here every day...I never have used the Ctrl key for moving.

Well, I wanted to clarify exactly what he meant and was going to check it out in PS (because I know the cursor changes with modifier keys, depending on what your doing), but with all the stuff about the cracked version, I didn't want to spend time on it, so "my bad" I guess for not reading more closely. Sorry.

The Ctrl key failure was caused by Paradox crack.
