I saw a clever technique for turning a face into a statue, which involved mapping an image of stone over a face. I actually made it work after some tedious experimentation, but concluded that it would not work with every combination of images. Sorry I can't recall the site, but somebody here may recognize it.
This is not quite what you're looking for, but it may move in the right direction.
How would the kids feel about a heavy coat of latex paint?

That's a neat idea but I doubt there would be a plugin. Here is a sort of stand alone that perhaps if you could use the draw tool to trace the kids...Magical Sketch from Curious Labs.
