Layer styles not working properly

Ok, my problem is when I goto layer syles, the normal box doesn't come up (the box with drop shadow, outer glow etc commands) instead it just says to 'click and drag to position the effect'.

This is really annoying, I've tried everything, reinstalling etc but it wont work.

I really need someones help. Thx :)
