I scanned some old slides from my family. The protective platic sleeves they were in touched the emulsion side of the slide and caused a blueish "ghost" or region to appear on some slides. In every slide it’s different. How can I correct this blue odd shapped region in Photoshop? Thanks for any help.

Look at the channels. Does one channel have more of the "ghost" than another? If so, try using the channel mixer to eradicate the "ghost" and then work on the image normally to get the rest of the colour balance right.
