Hello All,
Totally agree – Windows ME is not very stable – go to Windows 98 Second Edition (SE) or Windows 2000 (SP3) or Windows XP (SP1) SP2 will be out very soon.

No it won’t work at all with ME, and no version of Photoshop works well with ME anyway.
