.psd format doesn’t allow all the filter options

I have scanned in a number of documents and saved as .psd. Now I want to work with them and most of my special filters aren’t available (not even unsharp mask) but if I put in a jpeg all the filters are active. I try to convert the .psd to .jpeg to no success. I don’t remember this ever happening before so have I messed up my preferences somehow? Please help. I using Photoshop7.0.1.
