PS prefs not staying…

Is it typical for PS 7.01 to not remember the pref settings when the program is not installed into the default path? I installed it onto my partitioned drive and every time I reboot my PC and open photoshop it has lost all my settings (color settings and user prefs).

No, it’s not typical.

Your preferences are stored in your user directory, not the application directory.
