how do you guys go about charging clients? what if someone wants a photo retouched as opposed to someone with mulitple layers for their band’s cd. how do you go about it?

Definitely by the hour + cost of outside services, goods and materials.

Your hourly rate should include everything that makes it possible for you to be able to provide the service you offer, ie: the fractional breakout of overhead plus your salary. And, don’t forget to be competitive with the going rate in your area.
