Sometimes, the eraser tool appears as a circle… with a diameter you can adjust by right-clicking then "edit brush". For reasons unknown to me, sometimes it appears only as a presise, single-point "target" symbol (you can’t see the edges of the circle).

How do I toogle between the two? What is happening to make it go from circle to pinpoint target? help!

Caps Lock toggles it.

How do I toogle between the two?

With the CAPS LOCK key on your keyboard.

What is happening to make it go from
circle to pinpoint target?

You are hitting CAPS LOCK.

You’ve already been informed that you need to toggle the "caps" key, but also might want to know that you don’t need to right-click the "brush" to change the size. The "[" will make the eraser smaller, and the "]" will make it larger. It’s not a precision incremental change, but it’s a quick way to zoom the eraser (or the paint brush) up and down. Very useful with the paint brush when zapping red-eye and putting the light reflection dot back in.
