In PS 6 it goes like this
Goal: Create Newpicture from pic1 and pic2 without affecting the original files.
Newpicture is composed of pic1 and pic2 positioned side-by-side.
Open both pic1 and pic2
Click on pic1
Click Image/Image Size
Record the "Document Size" information; width, height, resolution Click Cancel
Do the same thing on pic2
Calculate the size of the new image.
Add the two widths together.
Add 20% to the width and height
This will give you some elbow room to line up everything. Click File/New
Name the new image (Newpicture) and key in the dimensions and resolution.
You should now have three image windows on the screen.
Decision time: by the menu or short-cut
Menu:
Click pic1
Select/All
Edit/Copy
Click Newpicture
Edit/Paste
Repeat with pic2
Short-cut:
Drag the layer from pic1 and drop on Newpicture
Do the same for pic2.
Newpicture Layers palette should now have three layers.

background
Close pic1
Close pic2
Click on layer 2 of Newpicture
Click on the Move tool
Move the image into position
Do the same with layer 1
Repeat as necessary
Click on the Crop tool
crop as necessary
Done
