There are some new sort of filters on the market simulating the focal effects of real cameras like Irisfilter or Lenscare.

Does anyone has experience with these kind of filters ?
Are there any galleries demonstrating these effects and how to create them ?

You don’t need them. Buy a Photoshop book instead
No plugin in the world can decide what background and subject are. In the "for photographers" page in:
http://www.reiji.net/iris-e/index.html
you have to cut out the girl in order to blur the background. The hard part is the cutout, and YOU have to do it.
Once you are done with that you don’t need plugins to blur the background. (What would be nice is a plugin to remove the girl’s mustache, but you can do that with the clone tool! ;-))
The examples with the windsurfer on the same page really prove you don’t want to spend $180 on this product
It is basic manipulation, very easy to achieve.

on the money! I looked at these—
realized I could do the same if
not better with layers, crystallize, gaussian blur
and gradient masks.
