Image moves in cropping CS4

Somewhere along the line I’ve done something that makes cropping very difficult. Using CS4, when I drag the crop out a bit too far, the image moves off the screen (all or partially) to the side or to the bottom. The image used to remain stationary in this process.

What locks, and unlocks, the image on the screen?
