Opening an Image in PS 7 from XP Pro Explorer

When I click on a jpg image file (or any image type PS handles) in MS Explorer, PS7 opens, but there is no image selected/displayed. I have to open it from the PS browser. I"m using XP Pro as the OS.

If I reassociate PSElements2 to the jpg, Elements opens with the image displayed.

I’ve used the Control Panel Folders Options and gone back and forth, but to no avail.

Any thoughts on what I might do to have PS7 open with the image ready to go?
