Force Justify

I am running Photoshop 7.0 on a PC. I am trying to force justify a paragraph of text. I have tried to use the key command of Ctrl+Shift+F, and I have tried to select it from the Paragraph menu. The last four justification buttons (including the force justify) aren’t available for selection. Is this a glitch in the program or am I doing something wrong?

You have to use the text tool to ‘pull out’ a text frame before you can justify text
