Biggest difference (besides price) is masking and channels.

One is for professionals (of which recognize the advantages of more options)

One is for hobbyists (just need what they need to get by)

Elements is a good program, very user friendly. But Photoshop (Extended) meets my needs.

You’re not without aid if you need masking and channels. GIMP offers a set of features that falls between the capabilities of Elements and Photoshop. GIMP is free. (gimp.org)

As a newcomer to Photoshop or photo editing, it is much more reasonable to start on Elements or GIMP than to dive into a more expensive/complex program.
