If I have PS 7.0 & I choose not to save with the maximize capability option (so the file is smaller), this file will open in a newer version in PS?

My 7.0 file without maximizing the capability will open in CS, CS2 or CS3?

Yes, most likely.

You should update to 7.0.1.

Actually trying to update to CS3 but……….you know how that goes. Using a work computer..

Recognize the difference between ‘update’ and ‘upgrade’. 7.0.1 is a free update and should have been applied long ago. It fixes problems with 7.0.

This feature is for saving back to earlier versions of Photoshop or for other programs that read PSD files but do not support all the features of PSD. Forward compatibility with more recent versions of Photoshop is not really a concern.
