Iam using Creative Suite 3 in Windows Vista
when a apply a lighting effect to my pictures I get horizontal lines through the picture also. It is not a grid that I can tell because I can clone/heal over them.

Mmh, sounds like the channel you may be using for the bumpmap is damaged/ quantised or something similar. That may not show up at all in the normal composite color, so I recommend you check the individual channels. These issues usually point to some sort of saving problems for compressed files. You could also simply duplicate the channel into a custom channel and blur it slightly. This may help.
