Is it possible to reduce a multi-color image to just 2 colors in Photoshop or Illustrator CS2?

I have an image that uses about 20 different colors (there are 2 colors that dominate the image). I want to reduce the image to just those 2 main colors. How can I do that in Photoshop CS2 or Illustrator CS2?

If this is art with discrete colors, and not a continuous tone image, you can convert to indexed mode, using a custom palette with black, white, and your two colors.

For a continuous tone image, a different procedure is available.
