Brush tool automatically jumps when near window edge

Have the same problem. Happens with erasure tool as well. Get near the edge and it jumps/scrolls quickly to the edge of the window/bounding box/canvas. EXTREMELY FRUSTRATING and stupid idea.

How does one disable this function or reset the tolerance, whatever? If you do know please reply to this forum.

post script to above gripe about screen jumping.

Snap to is set to none. and Control Key does not help this problem.
