I think this would require a script, rather than an action. An action can, more or less, only record what you can do with mouseclicks in Photoshop, and you can’t do that with mouseclicks. In a script, on the other hand, you can retrieve information about the current filename and modify it for use in a file open command. Scripting varies from version to version, and I don’t have 7, so I can’t help. Maybe Larry Ligon, the king of scripts, will step in with some magic code. If not, try posting in the Photoshop scripting forum.
