resizing image to reduce dimensions but increase file size

I really need to reduce a normal digi photo to 1000 pixels across its longest edge but increase its file size to between 800kb to 1.2mb.

At max I am getting about 550kb and this is not good enough. The images are mostly similar colours, skies etc.

I know it seems odd, but no way around the rules

I really need an answer to this quite promptly, about half an hour actually, but we will see what happens!

what could possibly be the reason for this odd request? I think you’re misunderstanding something.
