Why do my photos always look darker when I view them in my regular picture view program, Windows Picture and Fax Viewer, than they do in Photoshop CS2?

In the color settings I have from top to bottom:
Working Spaces:
North American General Purpose 2.
sRGB IEC61922-2.1
US.Web Coated (SWOP) v2
Dot Gain 20%
Dot Gain 20%

Color Management Policies:
Preserve Embedded Profiles 3x with no check marks.

Conversion Options:
Adobe (ACE)
Relative Colorimetric
two check marks

Advanced Control:
20%
1.00
no check marks
