You didn’t mention OS and PS versions and what skin you’re using!

Photoshop doesn’t play nice with Windows skins such as Window blinds.

From his first screenshot, it looks like Vista (round start button).

The bottom line is that Photoshop, since at least CS2, sets its own display parameters rather than taking them from the OS.
