Well, in PSE5, in the Editor, there’s a blank search box immediately to the right of "Help".

Type "How do you do layers?" in the box, followed by the enter key.

You should see the search results for your question. There’s an entry for "Understanding Layers". Click on it.

Read that page for an introduction to layers. That’ll get you started.
