Where is the "Shape" Tool?

I am brandnew to Photoshop and I know this is probably a very BASIC question, but… I cannot find the "Shape" tool. The tutorials I have been looking refer to the "Pen" tool and the Rectangular tool. I do not have these in my Toolbox, although I DO see a "Brush" tool. My toolbox is open on the left side on the screen, but I see no shapes.

What am I doing wrong?

I am using Adobe Photoshop Elements 6.0.

I’m new as well, but I think what you are looking for is the one labeled "cookie cutter.
Click on it, and then it brings up the "shape" tablet at the top of the screen.

Some of the icons on the tool bar on the left have a black triangle in the bottom right hand corner. Right click on them and you will see the missing tools.
