How do I put a gif file image on blank layer. I don’t want to draw an image when I’ve already got a copy in a file.

You haven’t been very clear about what you are doing.
To add an image to a layer in another image, just open them both and then drag the image that you want to move onto the other image with the move tool. It will become a new layer on top of your second image.

I have a blank layer and an image as a .gif

All I want to do is put the image on the blank layer.

choose "flatten"
