Is there a way in Photoshop or in a 3rd party program to enlarge icons created in Photoshop and still keep them sharp–for example to go from 24×24 to 48×48?

Because you are asking photoshop to add pixels that are not there.

Imagine you have nine 1 foot square tiles but want to tile an area that is 4 feet by 4 feet. You can place the tiles and fill in the extra space with grout but it won’t look that great.
