Creating Puzzle Outline

I would like to create a puzzle template that I can then use with multiple images, clipping the image to various pieces so I can then separate them. Photoshop has four basic puzzle-piece shapes in the options, but none are for edges or corners.

Is there a plug-in for Photoshop (CS2 Win XP SP2, please) that will help me create this? Or, should I create the puzzle shapes in Illustrator first and then bring them into Photoshop?

Any assistance is greatly appreciated!
