Photoshop Elements 3.0 Catalog Open with one User but not another?

Hi,

Using Photoshop Elements 3.0 on Windows XP, I have a catalog (Call it catalog A) that I typically add to and edit from a certain user on the machine. However, sometimes another user on the PC uses Photoshop Elements and when trying open catalog A always gets error messages about the catalog being corrupted. Logging in as the "owner" user, the catalog can be opened with no problems.

The catalog file is stored in an area on the PC that both users have read/write access to.

I’ve made sure to check for things like the "owner user" being logged on still or having a copy of the program running and accessing the catalog. None of that was going on. Even after a fresh reboot of the PC, the other user receives the error message about the catalog being corrupt.

Is this a limitation of Photoshop Elements or just some strange Microsoft vodo?
