I am looking for a procedure which mimics a fill flash in photography. I believe I either had this in Elements 2.0 or another photo program, but I can’t seem to find it in 3.0. I have a photo where the subject is a bit underexposed. I simply want to lighten them up a bit. I assume I could always select the subjects (in this case, two cats) and brighten them. However, I really think I’ve seen a process which simply acts as a fill flash would have. Is there such a thing in 3.0? If not, what is the best way to this? Levels?

Yes, there was a Fill Flash choice in Elements 2.

Try the Shadows and Highlights adjustment in Elements 3.
