Hoe to feather a picture to background color

Hi all –
This is very easy to do in programs such as Fireworks (using masks) but cannot figure this out in PS.

I simply have a canvas with a blue background color and a photo on a different layer that is smaller than the canvas.
All I want to do is to feather the edges of the photo so they could blend to the color of the background. I am sure this is a very simple task.

Can anyone give me step-by-step instructions on how to do this?

Use the marquee too (oval or rect) to draw the position for your vignette.

Feather the selection (the amount will depend upon the effect you are after and the resolution of the image. Experiment.

Invert the election, then click the "Layer Mask" icon in the layers palette.
