In Photoshop Elements, can multiple pages of text be scanned and then saved as a single .pdf file? If so, how is it done?

No. PSE only really deals in single-page documents.

Actually, it depends a bit which version you have and how much messing you want to do. You could create a photo book in PSE 3 on Windows.
