Need help using keyboard shortcuts in CS2 to switch between custom workspaces

I’m using Photoshop CS2 on an XP multiprocessor HP machine with 2GB or RAM; I can’t get photoshop to switch between the default workspace and a custom workspace I’ve created using keyboard shortcuts I’ve created for each of them. When in default workspace, I can use the shortcut to quickly bring up my custom workspace, but when I go back to the default workspace, I get an option to save the keyboard shortcuts. I’ve elected to save and not to save and in both cases when I want to go back to the custom workspace, my keyboard shortcut is missing and I have to use the menu.
