First create a new document, which size will be larger than your image and which resolution will match the one of your picture :

File / New / Blank File…

Then, open your existing image.
Click on the move tool. It the first tool on the toolbox (the toolbox is on the far left of your screen).

Click on your picture and hold the mouse button while you drag and release inside your blank document.

At this point, you should have a document with your picture and a white canvas, and your image opened in a separate document. Close your image, you won’t need it anymore.

In your current document, click once on the image (this will activate it). Next, click on Command – T (I have no idea what the Windows shortcut is). This will show a box around your image with handles on the corners. With the mouse, click on one corner, then press and hold the Shift (again, on Windows, it could be a totally different key) and drag that corner to change the size of your image. Once you’re satisfied, let go of the mouse button, and click on the Checkmark at the top, on the option bar.

At this point, you have a document with a white canvas, the image is of the size you wanted it to be.

Click on the Text tool. It’s in the toolbox, it’s the "T" like icon. At the top of the screen are the options for you text (Font, Size, etc.) Adjust as desired.

Click where you want the text to be and start typing. Once you’re finished, click on the checkmark at the top of the screen.

Hope this helps,

Ray
