using "browse"

am unable to use the browse button in my photoshop elements 2.0. the only way i can get a photo to work on is by clicking on "open". this did not happen for the first few months i had the program. any help will be appreciated. am working with a dell 256 MB DDR SDRAM @333MHZ. there is not trouble printing out a photo, just accessing it through browse.
