For the last couple of days when I close PS CS3 the temp file does not purge when I close PS. Today, there were two temp files instead of the usual one. I never noticed this until one file got to be 65GB and I was running out of scratch disc space. It seems to me that the file isn’t being purged and PS keeps building a larger file. Any ideas what may be causing this?

Are you closing Photoshop properly before powering down?

Just delete the temp files before you fire up PS next time. In fact, it doesn’t harm, once in a while, to do a system wide search for TMP files and get rid of all the dead wood.
