Color Problem with CS3 And vista

Not sure if its cs3 or vista but when opening any type of picture in Photoshop I get a major color shift "looks like -50% Desaturate" Get a flat color less Picture BUT if I go to drag the pic around the screen all the color returns until I release the picture again…. Very strange
