it’s not really reading from the internet. it’s reading from your local internet cache folder.

With some programs you can nominate a "watched folder". Lightroom is one example of this. I allows you to drop all new images into the "watched folder" and let the program automatically import them into a new folder of today’s date.

Hmmm. If you’ve got a teenage son, don’t make Temporary Internet Files your "watched folder" !!
