Did you upgrade from PS7?
If you did, and if you are able to see PSD thumbnails in Windows Explorer, then the culprit is a file called psicon.dll
Search for it and rename it to psicon.old
sounds like you also have an older version of photoshop on the system.
close all apps, including photoshop. search you system for "psicon.dll". rename it psicon.old. restart the computer. you’ll lose the ability to view psds as little images in explorer but that should stop the file is open error.

You may have to go into Explorer and turn off all the "hide this" and "hide that" options.
Go to Tools / Folder Options / View and do this in the list of checkboxes (and ignore any warnings):
Enable "Display the contents of system folders". Enable "Show hidden files and folders".
Disable "Hide extensions for known file types". Disable "Hide protected operating system files". Disable "Remember each folder’s view settings".
Then press "Apply to All Folders" at the top.
Press OK.
