I wouldn’t go past Illustrator for this task at all, and I wouldn’t touch photoshop for this.

Don’t do that either, useless! Measure it out and plug in the dimensions for your sides with the rectangle tool.
Vector helps as well. You can always import your design into photoshop later if you prefer it.
Trust me, just use illustrator.
