Is it possible to make adjustments to a JPG in ACR . I am trying out CS3

Yes, JPG and TIFF are supported in ACR 4. There is a preference setting in Photoshop or Bridge (not sure which one at the moment, I set mine to don’t do it (takes too much time to process the JPGs and TIFF as I seldom want RAW workflow with JPG and TIFF).

If you haven’t set the option to us ACR by default, just do File > Open As > Camera RAW and pick the JPEG file.
